Shouldn’t every country be involved in the search for NEOs?

Yes. An NEO is indiscriminate in its choice of impact site. Obviously larger countries have more chance of impact (Russia has had two significant impacts this century). However, the NEOs of greatest risk to world population, those greater than 1 km in diameter, would affect every country independent of impact site. The problem is generally one of funding; however, useful contributions can be made to the NEO effort with even minimal expenditure.
